A Company Secretary is a senior managerial position which exists in private as well as public organizations. The principal role of a Company Secretary is to ensure that the administration of a company is efficiently conducted, in accordance with the rules and regulations of the state or states where the company and its offices are located. Also, the decisions taken by the Board of Directors of a company are implemented effectively under the guidance of a Company Secretary.
 
A Company Secretary has nothing to do with regular secretarial work. A Company Secretary is a professional whose role in a corporate set up is that of an advisor for legal matters. The Institute of Company Secretaries of India is constituted under the Company Secretaries Act, 1980, to develop and regulate the profession of Company Secretaries in India. 
 
There are 3 modules in CS, as followed:-

CS Foundation Programme
 
Foundation programme has been introduced for Senior Secondary (10+2 or its equivalent) pass students. The programme offers an opportunity to the students passing the Senior Secondary or its equivalent examination in any stream. 
 
First candidate has to register with the Institute of Company Secretaries of India.  Duration of the Course is 8 months. CS exams are conducted twice a year in June & December. Admission is open throughout the year and is valid for three years. Students are provided with study material at the time of admission.
 
Eligibility
 - Candidates who have passed Senior Secondary Examination (10+2) or equivalent recognized examination are eligible to take admission in the course. 
 - There are no restrictions with regard to age of the candidate or marks secured in Senior Secondary Examination.

Examination
There are total 4 papers. Each paper will be of three hours duration and will carry 100 marks. For passing the exam student need to secure 40% marks in individual Subjects and 50% in aggregate.

Dear All,

Apologies for reaching out to a big audience but I sincerely hope that
I can get answers to my questions related to acceptability of CA in
USA and other countries. These questions may not affect you but it
will be useful for your knowledge and for any current or future
members looking for career or education opportunities in USA. I am a
C.A, C.W.A, B.Com and have been working in USA for last 7 years.

Issues:
-------
1. Most of the MBA colleges in USA do not recognize the CA course as a
valid education. I have heard of cases earlier when the CA
certification was not equated to Masters Degree, but it being totally
disregarded as any kind of education is frustrating. Most of the MBA
colleges I have approached are looking at the just my Bachelors degree
(B.Com) which is a 3 years degree. I can not apply for MBA since the
minimum education requirement is a 4 years bachelors degree.

2. USCIS (U.S Citizenship and Immigration Services) doesn't consider
CA as valid education resulting in denial of lots of Immigration
cases. The reason cited is the same - a Chartered Accountant
certification is not equivalent to College education. They don't even
consider the 3 year articleship period. A Bachelor's Degree is 4 years
of college education so all 3 year bachelor degree holders (like
B.Com) do not meet their requirements.

Questions:
----------
1. Does UGC/AICTE/AIU recognize Chartered Accountancy as a Masters or
Bachelors Degree? Is there any written document which can be shared
with the Universities and USCIS in USA?

2. Is there any documentation related to acceptance of Chartered
Accountant certificate honoring it in foreign countries? Is there any
statute which equates the 3 years of articleship to College education?

3. Is it possible to get a reference letter from CA governing body
asking to accept C.A as a Bachelors/Masters Degree?

If there are no such documents available then can these issues be
raised with the Governing body? I believe this is an important matter
as it affects the current and future CAs looking to further their
education and career in USA.

With most of the US companies now having presence in India shouldn't
our Institute as the leading body initiate discussion with US
Educational institutions and Immigration services so as to grow
opportunities for its members?

It also feels pathetic considering the effort that we have put in
going through the grilling CA exams and it being considered of no
value in the global world. An Engineer from a run-down low-end college
will have no such issues so for all aspiring students these issues may
be a deterrent in taking up Chartered Accountancy.

Online exemption test from compulsory computer training
 
The Institute of Company Secretaries of India (ICSI) has signed
an agreement with M/s Sify Software Limited. As per the revised arrangement the
online
test for compulsory computer training of the students, which was earlier
conducted by M/s
Apt
ech Ltd. will be conducted by M/s Sify Software Ltd.
To facilitate the mandatory requirement for students having computer knowledge to pass
the online test, M/s Sify Software has developed an online testing portal where students can
appear for online test
and will be able to download their certificates after 7 days of passing
of online test. This will ensure that there is no delay in receiving the certificate after clearing
the online test. Students can go to the online portal, register for the test and bl
ock a centre
for appearing in the test. Payment for the online test can be done both in online or offline
mode. Students can register them for the said online test in
.
Initially M/s Sify S
oftware Ltd. shall be conducting online tests during weekends on
Saturdays and at a later period they will extend the benefit in other days also.

Compulsory Computer Training


Note: As per the recent changes in the policy of the Institute, the online exemption test will be conducted by M/s Sify for which the registration will open w.e.f 19th November 2011. The students may register themselves online for the exemption test in SIFY and find more details such as FAQ, Fee structure, Fee Payment process, How to Apply etc.. regarding the test through icsi-sify portal i.e. http://icsi.sifyitest.com M/s Aptech will also continue to conduct online exemption test in parellel till 31st of January 2012 and from 1st February 2012 M/s Sify will be the sole testing authority for the ICSI.  However after 31st of January, 2012 M/.s Aptech will continue to provide computer training only.

  1) What is the Course Name?   
  Ans: “Understanding Information Technology in Corporate Environment”.  
     
  2) Who are conducting this course?  
  Ans: "On behalf of ICSI, APTECH is authorised to conduct the course on all India basis.  
     
  3) Where are the APTECH Centers?  
  Ans: The list of cities where APTECH center is available is uploaded on the website of the Institute. The list can also be received directly through this link

  4) What is the Eligibility to join this course?  
  Ans: The course is open for all the students of the ICSI. But completing the course is compulsory for the  students undergoing Executive program of Company Secretary-ship Course only before they enroll for any group(s) of the Executive program of Company Secretary-ship examination.

  6) What is the duration of Course?  
  Ans: The course shall be of 70 (Seventy) hours duration. This will be followed by a 80 (eighty) minutes test. Students must undergo the said course from APTECH for a minimum period of 70 (Seventy) hours. The student should not appear for the final online test before completing the minimum training period prescribed. He/She has to complete training uninterruptedly.  
     
  7) What is the fee for the ICSI-APTECH Computer Course?  
  Ans: Fee for undergoing the ICSI-Aptech Computer course shall remain same for all students except the students belonging to SC/ST category, who shall be given concession of Rs.500/- (Rupees Five Hundred Only) on the course fee.

Rate chargeable from student is Rs.3,000.00 (for General Category), Rs.2,500.00 (for SC / ST Category)

Note:
Service Tax and bank charges as per the GOI rules as applicable from time to time shall be payable by the student. Present rate of Service Tax @ 10.3%. All payments will be online or by credit / debit card or by demand draft (nationalized bank and large private banks only)
 
     
  8) Who is exempted from this training?   
  Ans: A student shall be exempted from undergoing the ICSI -APTECH Computer course if he / she fulfill the following criteria’s:
1.     He / She has successfully completed one or more computer course(s) from any Institution and
2.     He / She enroll himself / herself for an online exemption test (to be conducted by APTECH) at any of the APTECH Center on all India basis and successfully clears the test..

  9) What is online exemption test and How to approach for online exemption test?  
  Ans: To appear for the online exemption test, the student has to accept the declaration online which appears once he selects the test option. The student must have completed a computer course with a minimum of MS office included in the course from a reputed computer institute. Along with the DD the student has to send a Xerox copy of the certificate of the claimed test to Aptech Ltd. Mumbai. If the student selects online payment the student must send the photocopy of the certificate to Aptech Ltd., Mumbai. The student must write the registration no. order no. and name on the reverse of the photocopy. The mailing address is : Mr.Vikrant Parkar, Aptech Ltd.   10) What is the fee for online exemption test?
  Ans: For undergoing the Online Exemption Test: Only Students can be enrolled for the online exemption test.

Rate chargeable from student Rs.450.00 (Fee for all Students)

    by the student.
2. Student has to appear for the online exemption test from the respective Aptech Testing Center,
    which will be allocated to him/her. All payments will be made online or credit / debit card or by
    demand draft (drawn nationalized banks and large private banks only).


  11) How many attempts will be provided for online exemption test against the fee submitted by him for the same?
  Ans: 2 (Two) attempts will be allowed for the student to clear the online exemption test within a period of 30 (thirty) days against the fees of Rs.450/- (Service Tax extra on actual), which will be paid by the student during the Registration for online exemption test. In case the student is not able to clear the online exemption test in the given two attempts within a period of 30 (thirty) days, then he / she can re-enroll for the online exemption test by paying the complete fees once again.
   
  12) What is the Criteria for obtaining Computer Coaching Completion Certificate?
  Ans: Aptech shall carry out 70 (Seventy) hours of computer training as per the detailed course contents and topic wise time duration as mentioned above. At the end of the training, each student shall be required to pass an online test to be conducted by Aptech. Pass marks in the online test shall be 50% (Fifty percent). A student shall be required to have minimum 90 % (Ninety percent) attendance. The students to secure the requisite attendance should adopt no unfair means. After undergoing the training for the specified duration, a student shall become eligible for the final online test only if he/she fulfills the following criteria:

1. 90 % (ninety percent) attendance
2. Clear milestone of the course
3.Full fee is paid.

Once a student becomes eligible, he/she shall be allowed to appear for the online test, which shall comprise of:

1. Objective type questions.
2. 80 minutes duration.

On the day of the test, the student shall be required to go to the respective Aptech Center for which he / she has enrolled online, at the scheduled date and time and take the exam on-line. A student shall not be allowed to exceed the allotted time. No break will be given during the examination. Evaluation of the test shall be done online.

A student / member undergoing the course from Aptech center shall be provided with maximum 5 (five) attempts to clear the test and successfully complete the course. But in case the student is not able to clear the test even on fifth attempt, he / she shall have to pay for the further attempts as per the guidelines and fees defined for the students appearing for the online exemption test.

Certificate of successful completion of the course/exemption test will be given to the students duly signed by ICSI & Aptech.
   
   13) What should a student do incase of any complaints on operational issues relating to product delivery in any center of APTECH?
  Ans: For any complaint on operational issues relating to product delivery in any center of APTECH, please log on to the web site with your Registration No & password and select "Register complaint" then you can register your complaint & you will get a docket No.

   14) What are the minimum number of students for the batch to be initiated in APTECH ?
  Ans: The minimum batch size in all centers in all cities will be 8-10. APTECH will ensure that the batch is immediately started as and when the minimum registration is done. In case the required minimum number of students is not available, APTECH shall not defer the commencement of the batch indefinitely and in any case not beyond (3) three months.
   
   15) If the Student has to take a test from the location out of India, how to do it?
  Ans: The student has to register and pay "Online" through ICSI-APTECH portal i.e http://icsi.aptechtrainingsolutions.com . The student has to select "International " from the center list . Thereafter the test will be scheduled directly by Aptech Mumbai .
   
   16) What if password is forgotten?
  Ans: If you forget the password, please click on the forgot password option provided below the log in.
   
   17) Reasons for some errors:
  Ans: a) Internet Explorer cannot display the webpage
Most likely causes:
• You are not connected to the Internet.
• The website is encountering problems.
• There might be a typing error in the address.

b) Invalid Registration No.
Most likely causes:
• You have not entered correct registration number
• The database validation is encountering problems
18) What shall be the nature of advice if  any candidate has already deposited the requisite fee for Computer Training and the classes are yet to be started by the respective nodal agency of M/s APTECH.
Ans: Since APTECH has already collected the fee,  they are  supposed to commence the Training Programme immediately and if for any reason they are not able to commence the training, they shall refund the requisite fee to the students. In case of refusal by APTECH Centre either for immediate commencement or refund, students  may take up the matter with Directorate of Information & Technology of the ICSI (asit@icsi.edu) while producing documentary evidence regarding the remittance of fee and/or any communication with such APTECH Centres.
19) What if the students already have undergone successfully the Computer Training Program with M/s APTECH but the ICSI-APTECH Jointly signed Certificate has not been issued and only `Provisional Certificate` has been issued in this regard.
Ans:
The students – in this regard – are advised to ensure that they receive the original certificate jointly signed by the ICSI and APTECH from the respective nodal agency of M/s APTECH. Students having already undergone successfully training with M/s APTECH and yet to receive the ICSI-APTECH Jointly signed Certificate may raise their specific query – indicating complete details - with Directorate of Information & Technology of the ICSI.
